The state of matter with the slowest moving particles is the solid state. In solids, particles are tightly packed together in a fixed arrangement. This close packing restricts their movement, allowing them to only vibrate in place. Unlike liquids and gases, where particles can move more freely, the particles in solids have very limited motion. This is why solids have a definite shape and volume. The strong intermolecular forces in solids keep the particles in a fixed position, resulting in the slowest movement compared to liquids and gases.
